The S&D process protects the federal government from fraud, waste and abuse by using a range of tools to avoid doing business with non-responsible contractors. Suspensions, disqualification proposals and disqualifications are the most well-known tools, since these actions are visible to the public through the SAM (formerly EPLS). However, hearings, justifiably motivated letters and requests for information, which are not visible to the public, are also effective tools used to protect the interests of the Government and taxpayers. The termination of the review procedure is also important, since it informs the contractor under review that it has been concluded that the contractor is currently responsible and can continue to do business with the Government.
You receive a formal notice of suspension or a notice of proposed disqualification, usually by certified mail or electronically. Describe the agency's concerns and explain the proposed action.
